The RL duration of "departure window" and time in-between does not change. Since IC explanation may not suffice, the ship captains' conversations include an OOC clarification as well. There are 1440 minutes in 24 hours. On Avlis these 1440 minutes of IC time passed in 96 RL minutes. The boat ran 4 times in an IC day, which is 4 times every 96 RL minutes, or once every 24 minutes RL.
New Way
There are 1440 minutes in 24 hours. On Avlis, these 1440 minutes of IC time pass in 480 RL minutes. The boat runs 1 time every IC hour, which is 1 time every 20 minutes RL.

This is wonderful, I had no idea this was even possible. Will the periods of daylight and darkness honor this or is this an emoted construct that we could explain by ..I dunno, frequent lunar eclipses? I guess I'll FOIG. What a great bunch. Wow we could have seasons, god could you imagine if half dryads could change colors with the seasons? Thats probably not really possible but still, this is super cool.

One thing I've learned seeing what coders and other folks here have done over the years is... anything is possible. Even that ebul word "hard coded" just means they will have to get creative. Boats now leave if the IG minute is between 0 and 5, inclusive. Some further details about the time switch.
Time before the RL date 2010-07-09 and the IG date 2231-7-16 (time of the import) will have gone by using the old 15:1 ratio. After this point it will be 5 times as slow, or using a 3:1 ratio.
This does indeed mean that your human will still be 160 years old, your kobold 80 years old, etc. but at least they won't age as quickly from this point on.
One reason for this is that if we had just applied the change with no consideration for when we did it, IG time would've been been drastically re-winded so to speak.
Assume Avlis began the IG year 2000 and 500 years had happened before the change. With a no-care application those 500 years would suddenly only become 100.
The effect would've been that events after a certain point now be marked as happening in the future.
Of course this could be fixed by re-calculating when they occurred but we felt this was the least error prone solution.

After using a low duration item and noticing how incredibly long it seemed to last:
