So, I got myself some nifty boots that increase my Constitution by 1.
Should I not see an increase in my HP after I equip them ?

Yes but only if they bump you to the next + range...
10-11 = +0
12-13 = +1
14-15 = +2
16-17 = +3
18-19 = +4
20-21 = +5
22-23 = +6
...etc
so if they bumped you from 14 to 15, you don't see anything. If it was from 15 to 16, you'd see +1hp per level

Increases only apply for even totals.
16 = +3
18 = +4
20 = +5
and so on.
Check yout Con with them off and back on.

Heh, I did a Google search for Canadian intelligence agencies, and those were near the top. Kind of a stab in the dark, since I rarely touch on the espionage community.

SIRC = Security Intelligence Review Committee
