Can anyone tell me whether the ability to turn outsiders or constructs (but not undead) qualifies you for Divine Might, Shield, and Extra Turning?

How would this character be able to turn those things without being able to turn undead, I wonder?
If it's doable with a normal character, I'd suggest trying out in a charater builder mod and seeing for yourself.

Yes, Holy Warriors. None of the non-custom PC classes fit the bill for this, I don't think, and I don't know how to import Avlis custom classes into a mod.

It doesn't.
Further, the requirement for Extra Turning is not Turn Undead alone, you also need levels as cleric or paladin (dominator works in Avlis as well). This means that blackguards cannot take the Extra Turning feat.
