Toolset Question: Wearable flags

What haks do i need to make a wearable flag item (like Rhissaerk had when he had his punishment in Elysia) and which item type is it?

It's an item, called 'flag standard', in the CEP haks. You can find it in Items -> Custom -> Miscellaneous -> Flag.
