I cannot seem to get the CEP heads to work. I installed the CEP and i went to a single player game to create a new character with a CEP head...but all i had was my old heads. Any help...or does the CEP even have heads?

CEP does have heads, sorta...
I saw something for a sperate download for a custom head pack. But they are not part of the nomral CEP I don't think.

you can extract them out of one of the CEP hacks and put them in your override folder. that will let you choose the custom heads at character creation..

How do certain CEP mods, like the "CEP Starter Mod", and the Psionics test module, show the CEP portraits and CEP heads at character creation without needing to extract anything into override or portraits? Can this only be done on an offline module, or can the Avlis servers be set up to do that too?
