To those of you who know how to use the toolset..
How did you learn?
I have just started trying to master it and have been playing around. I am now watching some of Maximus from Neverwinter Vault's shockwave movies.
Any other tips?
(The reason being that I would like to be able to get to a decent standard so I can volunteer as a subcontractor - I am really impatient to start seeing some interiors built in Ferrell!)

trial and error for the most part...
it helps to download a few mods that you like off the Vault and then open them up in the toolset to see how the person did it. that is beneficial 80% of the time... the other 20% of the time you sit there and think about how you could have done it better..

You can get a lot of good tips and insight off the Bioware forums as well.
The Newbie FAQ on those forums is of particular interest.
There's a Builder's Section on the Bioware site with some good information.
Opening up existing modules and investigating to see how they do things is one of the best ways to learn - that and experimentation.

There is also a book that is pretty good at going through things logically. It's called
Official World Builder Guide by Versus Books
And some basic "How Do I's" on the Bioware site.
The best stuff is on the NWNLexicon though... as Aloro said.

Thank goodness Vicky finally gave up that powergamer character, Tehenen. If I saw her one more time at the Ice Caves, I was gonna throw up! Jesus. To go from level 1 to 5 in 8 months is just ridiculous. I bet she has like 4200 gold too. Unbelievable how fast she was gaining levels and wealth.

I found a tutoral that takes you though making a complet module. I think it might of been the offical one, can't remember that far back. 
But once you get the basics down... How to make area trans, doors, traps, area properties, ect... The toolset is really quite easy to use. It has issues, don't get me wrong, but once you get the basics down the rest comes fairly easy.
