OK so nto technically scripting in the strongest sense of the word.

How do I create my own level up package? You knwo like the Deafult Package Katana Weapon Master, but one that doesn't suck, it's amazing just how bad the ones Bioware put in are...

For special NPCs, it may be desirable to define a custom package, as BioWare did for the henchmen in the Hordes of the Underdark campaign.

Packages are defined in packages.2da, with some associated information (such as feat lists) in the PackFT*.2da, PackSK*.2da, PackSP*.2da, and PackEQ*.2da files.
No clue if that is also for PCs, but was the best looking hit from Goggling your topic title :)

*edits* The "PlayerClass" entry in packages.2da says it allows you to show it as a PC option, so it should work.
