It can still happen if the spawns haven't been sitting there long. There is some kind of time-delay before the spawn clean-up kicks in. Not sure how long though (WAG: 2 minutes)

The new PrCs will be available through scripted quests, and NOT restricted to DM quests. I imagine the same will be true if we decide to limit epic levels, or if they are even implemented.

Not that it matters that much but are the new PrCs outside of the normal conditions (ie if you have 3 classes you cannot have one of them) or are they completely separate and DM/quest granted only?

from what I understand, they are all considered an actual class, which would count towards the 3 class limit.
