If you get an item that grants a feat but do not have the feat's prerequisite on your char will the feat work at all?
For example if you find gloves that grant the dodge feat but your dex is below 13 (the min to dodge) will you dodge anyway?
My guess is No.

I am pretty sure that if the item gives you a Feat, you get the Feat, whether you meet the prerequisites or not. It is the item which has the Feat, not really your character.
