Basic laws of The City of Elysia

Laws:
In Elysia and the lands it controls, a person is considered innocent until proven guilty. This holds true for citizens and non-citizens alike.

Murder - The willful or accidental killing of anyone in Elysia is against the law, unless done in self-defense. The law sees no difference between a citizen and non-citizen, noble or commoner.

The first offence carries a 5,000gp per victim fine, paid to the city of Elysia. This money will be distributed to the victims or their family.

The second offence carries a 20,000gp per victim fine, paid to the city of Elysia. This money will be distributed to the victims or their family.

The third offence carries a 20,000gp per victim fine, as well as exile from Elysia, on pain of death. This money will be distributed to the victims or their family.

Theft - Stealing is illegal in Elysia and the lands it controls. If caught, the thief, will be forced to either return the stolen property or pay restitution equal to the value of items stolen, plus a 5,000gp fine paid to the city of Elysia.

Summoned Creatures - Elysia does not bar summoned creatures of any sort with in the city limits, but the person who summoned said creature is fully responsible for any act the creature takes. And will be treated as if he or she was the one who committed the act. This includes payment of fines and possible exile from the city.

Drugs - The use of drugs within the city limits is illegal and caries a 500gp per offence fine paid to the city of Elysia. Also the person will be held fully responsible for any act committed when under the influence of drugs.

Destruction of Property - Anyone who destroys public or private property that they are not the owner of, will be subject to a 5,000gp fine per object destroyed. In some cases expections may be made, if the object was destroyed in defense of the city, or that persons life. These expections will be decided on a case by case basis, by someone authorized to make such a decision.

Policies:
Anyone who breaks Elysian law, who is not a citizen of Elysia will be escorted out of the city limits by a authorized law enforcement agent. Where they are taken will depend on their race.

Humans will be escorted to the boat in the wharves, and book passage to Mikona. If they did not come from Mikona they will still be escorted there, unless they ask to be taken to the Elf gate instead.

Halflings or other citizens of Ferrell will be escorted to the boundary between Elysia and Ferrell.

All other races will be escorted out though the Elf Gate, past the Fairy Gardens.

Wearing of military uniforms, other then those recognized as being part of the Elysian Defense Force (such as the uniforms of the various orders), with in the area controlled by Elysia will not be tolerated. If a person is seen wearing a uniform of either the M?Chekan or T?Nanshi military forces, will be asked to remove it. Soldiers of both nations are welcome in Elysia, but for as long as they are here, are to consider themselves non-combatants and off duty.

If such a person refuses to remove their uniform, they are to be escorted out of the city limits, as per the policy on those who break the law.
