Technically, that's ... everyone! 
Players and team members who report bugs and suggest changes, the CCC group (and contractors) who develop and revise content, the QA group who test it, the QA Admin who manages the testing server, the Release Lead who prepares live server updates, and finally, the live Server Admin who rolls them out.
(Release notes will be published in a week! Including that FoIG!)
