Weapon enchantment question

If a weapon has the following example enchantments..

Enchantment bonus versus elementals: +2
Enchant bonus +1

does that make it an EXTRA +2 against elementals making it effectivly +3 against elementals? Im asking because if you have GMW then if the answer is no then it makes the extra enchantments not worth while really.

No weapon enchantment stacks. Only the highest number is taken.
