How do you convert a .bic to a .erf so you can import a PC as an NPC?

Or... am I going about that all wrong. Thanks!

Unfortunately you can't. Creating NPC's as a PC is a great guide, but not really much else.

menu>tools>charecter converter wiz (CCW)

follow step-by-step instructions, and its done. Save as erf, and import into your mod. Done and done
