Can't add Deflect Arrows to items as a bonus feat in toolset
Anyone got any idea why?
What kind of item? if it' a weapon, by default that won't work, since you need to be unarmed for it to work.
Actually, it's the same as a Favored enemy... it's a class feat that can't be granted via an item property. I'm pretty sure Death Attack and HiPS work in a similar manner. They can all be added to NPCs regardless of class, of course, but not to items.

Hide in Plain Sight can be added as an item property.
I'm not sure why deflect arrow wouldn't be except for the fact that it has some massive prerequisites which might make it impossible to add.
I think overall it's just an issue of not being worth adding as an item property decided by Bioware.
It is afterall an unarmed feat.

There used to be hakpacks that allowed you to add any feat to items. Interestingly enough the items work just fine without the hakpack attached to the module; the items are still valid. Its just innately your choices of feats to add to items is limited by Bioware, but if you DO add them they work just fine as a standard part of the game.

All I want to do is create the type of fan samurais used to deflect arrows, but I decided to implement it by letting you cast entropic shield instead. The best thing about using deflect arrows though would be that you could force them to keep it equipped and use another weapon in their offhand. (For some reason, presumably graphics related, umbrellas and fans will not equip offhand)
It would never work even if you could apply it. The Feat itself will ONLY work if both your hands are completely empty. Even if you equip a shield, Deflect Arrows doesn't work. Similarly, a Monk using a shield can't use flurry of blows. I don't think you can add it to a weapon, but it should be addable to Bracers or gloves. They have gloves of missile snatching somewhere, I believe.

Let's not get into an argument about what the damn thing is called. For one thing there are various different names for different items that fulfil the same basic function. It is easier to describe it than name it as not everyone on these boards would know what was being referred to.
Anyway, if deflect arrows needs empty hands having it cast entropic shield is defintely the best option.
