I used creeping doom a bit and it just does not seem to work. Was before the change over to SoU. I donot think this is a team issue, but a NWN issue, so here it is.
Anyone have some testing experience with creeping doom that can tell me exactly how it really works?
I put the cloud up, T'Nanshi solilders just stood there with the bugs eating them not taking a single point of damage.
I did see some take some damage at some point, but could not tell if it hit more then once, or even if it could of been from another source them the spell.
I was really looking forward to this spell, simply because the name sounds soo good. Nothing sounds really as intimidateing as casting CREEPING DOOOOOMMM! on one's enemies.

It's only fitting that a spell about bugs should be bugged. Like the 3E version, it says it's not affected by spell resistance, but it is. Stinks, because it's a tricky spell to use anyways and could have given a druid an interesting way to fight dragons or the upcoming hordes of drow.
It's physical damage, so its subject to even +1 dmg reduction. But what you're describing sounds like that new switch to control which factions get hit by AoE spells, I think.
