Quite so, and rather a disappointment too. I wanted Fredderick to use crossbow with rapid reload, and was much disappointed when I saw that Rapid Reload didn't work as the description. My character record screen says that with heavy crossbow I get +26/+21/+16, but when I fire upon the archery target I only see the +26 and the +21 attacks being dealt out to the archery target.
So it would seem that one only gets two shots with a crossbow and rapid reload.

Alphones, sell (or better still - give) the crossbow to Fred. He'd still like to use it maybe


EDIT: On th plus side though... With Rapid Reload there are no penalties to hit (Rapid Shot is -2 to hit on all shots). And with Rapid Reload the 2nd attack is at your 2nd highest AB. For high AC opponents where your 3rd and 4th attacks are not likely to hit, then actually a crossbow might be OK, especially as the damage is higher (1d8 for light, 1d10 for heavy).
