I can assure you that i always aimed to party with persons that i could see at least the overpowering thing when examining them. I was lvl 6 myself. Yes i know that the swarmer burrows have several areas. It is just that.......... aren't you tired of those damn swarmers all the time?
As far as Janur is concerning i am just using him as an example . I am sure that the guy doesn't care about the levels. But well if he does he can easily adventure with whoever he likes. If he still prefers not to be a combatand character he loses half of the game's experience . Still i have seen him being part of missions and combatand quests. But yes he does that rarely.
After all what the levels demonstrate?
They demonstrate the Combat Ability a character has. Nothing more.
So if someone prefers not to do combat it is fair not to have those High Combatand levels.

Also, level does NOT simply indicate this. A mage becomes a more powerful spellcaster by leveling, and realisitically research would be more beneficial to their abilities than killing stuff, unless they are fighting magic-using creatures (and NEW magic, not stuff you already know).
Actually, it is a role-playing game - one could argue that killing monsters has nothing to do with role-playing, and you'd be right. If you go out and kill monsters for no reason other than to gain xp, then you aren't acting IC. If you go out and kill monsters because you hate them, they're threatening the town, you want to harvest their legs, or you want to steal their gold, that's RPing. If you're exploring the underdark and kill monsters in your way because you don't want them to kill you, that's RPing. The only reason Sh'lieulias is level 12 is because he has been exploring the world to find more potion ingredients and had to fight through monsters to get to rare reagents. Otherwise he'd still be level 8 or so.
Do I mind being low-level? No, not really. But it would be nice to see RP be rewarded as much as hacking down monsters. If I wanted to be high-level I could easily do it quickly. But I don't because it would be OOC. I also don't do it out of respect for other players - Sh'lieulias does engage in CvC, and if I suddenly doubled my level in a month that'd be a bit strange, wouldn't it?
But the thing is, as Arena said, rewarding RP will make people RP more and value it more. I do see people who basically won't stand around talking for more than five minutes and who will actually LEAVE a group if they do so, because they want to go bash monsters constatly. This is fine from time to time, but when I see the same player do it repeatedly, it just gets old and I start avoiding them. If they saw they weren't gaining anything by doing that, then maybe they'd be less prone to do so? *shrugs* I RP because it is fun, and I play on Avlis because we value RP here. Its not one of those "I'll quit because this doesn't happen" things, its just a "It'd be nice if this were so" sort of thing.
If I was going to go risk my life, I'd want to know the people who I'm going there with, know I can trust them. That applies IRL and IG equally.

I have 2 cents I want to add ...
1st penny-
if you want a world of RPers then you make sure only RPers have the password.. (yes i understand that this will not work with Avlis since we are connected to a multitude of worlds and Avlis is FAR to large to restrict people from joining... one of the lures of Avlis is the large player base)
2nd penny-
also ... in my opinion .. if you want to get rid of power gamers and get most RPers online.. then slow the leveling down.... ALOT!.... NWN going EPIC is the worst thing in my opinion for RPing... now a level 1 charater is really, REALLY! nothing compared to a top level charater (40) ((still I know this will not work on Avlis.. we have far to many super men and women running around 'though alot of them RP quite well

I think that Avlis is Avlis and you cant change the XP system in such a drastic way.. and you cant restrict people trying to join... Avlis would stop functioning if you made ANY drastic changes... I am not happy about EVERYTHING in the world of Avlis ..but I am HAPPY that I can play here with as much enjoyment that I get.. its the best place I have seen (and I did look into a fair number of other worlds).... so until somebody makes a world that fits just me (Ben) prefect with everything I want I am sticking with Avlis...
(oh and if I get a world made for me exactly how I want it... well it wont be exactly how any of YOU want it... so I will be quite alone
try to have fun in a world that everybody has fun in... but dont get so excited as to make a world that other might not enjoy)
