If a PC needed costumes for a performance or play they wanted to put on, what's a way to obtain them? Is there a shop in Avlis that alows custom design of clothes? Can an .erf be sent to a Dm and then purchased from a shop by a PC?
I've also seen masks in other PWs that change the head of a PC to thigs like trolls, humans, orcs, wolves, etc. Does that exist in Avlis?
Lastly, what about a wand that creates special effects (no physical consequences, just some of those cool explosive effects DMs can use.) That would be awesome for a performance, but also understandable if its not allowed.

There are some items available that might have an effect you want but I never got them to work.

There is at least one shop in the south and (maybe?) one far north that has some costumes for sale. Ask other players in game for a name and location. Make an adventure out of it with a group to go. Not all roads are always safe. 
In another location all clothing can be customized. Again, ask in game for a name and location, it is well known. However, be advised that your character must be be a tailor of sufficient level (crafting) to successfully make changes to clothing youself. You can hire a PC tailor, or just ask one if there is one there working on items. Sometimes players will make changes for others because their character help people out. Others will charge for their services. Altering clothes itself does cost gold, but it is pretty reasonable - so be prepared for some costs. (shields, helmets and weapons cannot be altered).
The masks are not available on Avlis. They are from off world. I recall one costume party at Elf Gate that included (DM provided) masks once, long ago. Finding one, or a specific one is not likely.
Players do not have access to special effects wands.
Make sure to let other characters / player know what you are up to. I can think of a bard or two with a very nice stage set-up or an event-type hall with a few connections for putting on shows. There are some DM's who would probably enjoy helping out a group doing a performance. You might try PM'ing staff@avlis.org to see if anyone is interested. (No guarentees - but there could be a DM with some extra free time willing to give it a shot). It won't hurt to ask anyway. Worst case is no one is available, and then you continue on with your own plans anyway. Good luck.

I want to know the PW's basic limitations and advantages before I go putting effort into a massive IC project involving script (like Hollywood script) writing, costume design, etc. I tend to write the stuff first and then go looking for the IG stuff. I don't relish rewrites, so thought I'd ask.

For those curious, I'm talking about a 3 act play - takes about 20-30 minutes in game. Broadway style.

I don't mean to be harsh, but honestly every question you asked here OOCly could also have been asked IC. Plays like this have been done before, and with DM involvement practically anything is possible. I'm not offended spool32 and thanks for the input, but each time I end up asking such Qs IG, they end up in pm discussions, so why not just go straight to that here in the forums when I don't have the time to log in and RP? There are plenty of things I will ask IC IG and some I simply can't ask except OOC (like, "where on the radial dial do I click to make my dye pour into my cloth to change it red?")
I was really looking for a general answer to the question: can it be done in Avlis? I'll get the specifics as I slog along and my PC develops his/her personality. Like I said, I'll go for some simple performances and graduate to more complicated stuff as I learn both IC and OOC.
Truly, I am looking foward to RPing a bard in such a bard-rich server. Looking forward to some challenging cometitions as well
