What happens if you crippling strike (or any other str reducer) someone with Dev Crit to take them below 25 strength?
Do they lose the feat until they drink/cast a restoration type item? Does it lower the DC?

Awesome question, I'm guessing no, same as self concealment and dropping Dex below 30, but would be very interested if people have tried this out.

They still have devastating critical, the only thing that would effect would be DC.
It is no, for the same reason if they have 23 str, and items that give +5 str, they cannot take dev crit as a feat, because it is a temporary effect and not permanent.

It is the same way as with all other feats (Ambidexterity for example). You do not lose it for temporary effects. As Vrosh said it would only affect DC, lowering it by 1 for each 2 strength lost.
