Do the same rules apply as the M'chek/TNanshi warzone? (ie fines and such) I guess it hasn't been declared formally as a warzone.

The fines were an IC ruling for only the M'Chek/T'Nanshi border, so no fines.

The Gentleman's agreement generally counts for opposing army PCs fighting each other. (Uniforms, etc.) so any army members going there to fight should do so in uniform for now.

I will add that it is perfectly IC for a number of other groups, specifically Elysian ones to hunt in NE TNanshi. Since there isn't a universal Elysian uniform, any players involved in CvC should exchange a few TELLS to clarify on what basis they are fighting there.
