I tried to get this on a single-player test module, but was never offered some of the requirements.
I used a Human Fighter.
She has a BAB of at least 5, Weapon Focus in a Melee Weapon (Longsword), Dodge, Mobility and Spring Attack.
However, she was never offered either Whirlwind or Expertise.
She reached Level 40 without ever being offered these two Feats.
Why?
Any ideas please?

Only thing I can think of is 13 int for Expertise...

You need 13 Intelligence to get Expertise or Whirlwind Attack.

If you need a third voice, then yes, they are both right

you need 13 int...
If I ever edit a post it most probably cause of the typos. I make a hell lot of them when I write.

But Fighters are supposed to be Thick - it says so on OOTS
Incidentally, I forgot about the 4 ranks in Intimidate, but that still didn't solve the problem.
I will try again with the 13 INT.

It worked
Well, who would ever have thought it - a Fighter needing to be Intelligent?
Thanks guys - Poor Falcon can't win - not Wise enough to be a Cleric and not Intelligent enough to be a Weapon Master. Condemned to be just a Meat Shield for the damn Mages in their long flowing Dresses.

I feel you Nighthawk. Zatiel is also low on Wisdom and Intelligence. Doesn't give a fighter too many options.

I would argue that those feats a fighter uses should draw on wisdom not intelligence.
Wisdom would be knowing when you use a certain feat and how to apply it to a situation correctly. No?

Don't forget that staying pure is an option too!
Here are a few of the options my fighter gets. It doesn't work too bad for me.

Wisdom would be how it is used correctly, and how to use things better in future, intelligence is how to use it... well, just my thoughts..

Wisdom is knowing WHAT to do, Intelligence is HOW to do it.
