It has been suggested that this is a little too Draconian, so allow me to clarify.
I am not sure if this is actually on the Law Statutes, but effectively in RL, there are Laws which prevent you from screwing each others brains out in a busy public street or the like.
However, lots of people do manage to, er,
perform in locations far less private than their own Homes (or even someone else's Home).
How?
Answer - The trick is not to get caught.
If you sneak away to some secluded location - the back seat of the car, back of the cinema, aircraft toilet, hayloft, quiet picnic area, etc. - and get busy -
without getting caught, then that is fine. No harm done and you had the added excitement that you
might have got caught.
Luckily, on this occasion, you didn't get caught.
However, if you had been caught, then next day, you find yourselves up before the Magistrates on a
Breach of the Peace charge. If you were really unlucky, you might find yourselves on the frontpage of the Tabloid newspapers.
That is the chance you take.
The same applies on Avlis. If you go behind closed doors, then as long as you are both adult and you both consent, you can cyber anything you like - even if an unsuspecting DM drops in and vomits all over their keyboard.
If you choose to take the risk of somewhere more public - and you get caught - then the Magistrates might be one of the better eventualities.
I didn't say you couldn't do
it in Public - just that if you take the risk, then you might get caught - and then you must take the consequences.
Within reason, it is unlikely any OOC action would be taken. It is most likely to be taken IC and thus you may have some outraged guards or frightened animals or the like come after you.
Please remember that whilst we might all be adults here, there are some things we prefer to do - or fantacise about - in RL, rather than witness in Roleplay.
Hope that makes the situation clearer.
Lastly, please remember the one part which is not negotiable. The Roleplay of any form of sexual activity where either of the participants is a minor - or where either of the participants is unwilling to take part - will get you Banned. No argument - no appeal - you will be Banned instantly.
