Attacking Cities:
The cities of Avlis contain a population much higher than the tiny number of NPCs you actually see there in the game. Also, some of these are not ordinary Commoners. Some of them are good warriors, Guards, Mages, etc. No pushover to kill large numbers of them with a small attacking party.

To attack such an area without first gaining DM Supervision is an abuse of the NPCs AI. You should not do this.

Attacking Temples:
If you plan to attack a Temple and slay the clerics therein, please arrange to have a DM present.

Deities will not uncommonly take steps to protect their Temples and their priests, and moreover NPCs do not act intelligently to defend themselves. With no DM present, it is also very difficult for us to decide what can be known about the attackers - as the slain clerics will not uncommonly be raised soon afterwards, and divinations can also be done in some cases.

This ruling does not apply to shrines.

Hello again. Yes, this is getting a bump again. Yes, because it's relevant again.

It is a common past time for new PCs to use the Mikona Docks and Slums as their personal piggy bank. By and large the Team is fine with this when it's done by rogue-ish sorts in the very fine tradition of burglary. We're talking lock picking, stealth, maybe even locking up when you leave. The kind of thing to make Danny Ocean proud.

However, when done clumsily, like bashing doors open or taking valuables in full view of their owners, there will be consequences in the form of death. If we catch you doing this, or attacking NPCs as outlined above, we may spawn in things to kill you. If you are very lucky or very low level, you will stabilize. If you are smart, you will leave and find something more suitable for your PC to do. If you aren't smart, you will get death planed.

Question: I wanna murder commoners for quests/hair/bodies/alignment/fun. Where else do I find them besides cities?

Answer: Commoners located outside of cities who are not merchants/quest NPCs/Otherwise Important are able to be found in nearly every nation. They drop commoner stuff needed by FOIG and are even called 'commoners.'

If that's not specific enough, join the Evil forum, ask a player of an evil PC, or hit up the looking for group discord channel to ask someone to give you a grand tour.

Not knowing where to look outside of a city is NOT an excuse to attack a City without prior DM approval.

This is not new. This has been the case for an extremely long time. Probably always.
