I think players could use some guidance when creating backgrounds for their Sereg PCs.
It sounds like it's possible for Sereg to 'break-out' of their conditioning, including their drive to kill humans and who knows what else.
If they do, can we assume that they are 1) mentally unstable and 2) immediate targets for other Sereg?
And, should all Sereg PCs assume that they were born into the main Sereg society and received the usual training? Or is it possible for Sereg to be born in 'exile' communities formed by those who have already broken free of their training?
Lastly, if a Sereg PC claims that he has amnesia and can't remember a damn thing about his background, race, or upbringing, can we safely assume he is lying through his teeth?

Exhile communities are just now forming because of the changes with the conditioning. So you wouldn't be born to exhile communities.
Even if the conditioning breaks (which, for a PC, we can safely assume), a hatred for Humans is pretty much still there... it's just not enforced by conditioning.
There's also a hatred for Nanshi Elves because they betrayed the Sereg'wthrin.
