Edit: As Grantir seems to consist of a rather lawful society due to Angadar's influence and a noteworthy temple to Xenon (noted with with one in Malekia in the wiki) would seem terribly out of place without some sort of reason for it being constructed.

So I would guess that there was at least some acceptance of Xenon. Though would it be true that Stephanus converted to worship Angadar, assuming he was a true lycanthrope and wouldn't be able to control his lycanthropy thereafter. This is on the general world information forum as well.
