Okay, next question:
How commonly used is the term?

Is it more a cartographer's expression or would people sometimes use it lieu of saying the "world"(kinda like how someone might have refered to Europe and the world interchangeably.)

Most laymen call it Avlis. Negaria is more technical and scholarly. Gotta realize that most folks do not know of any other places, so Negaria = world = Avlis.
