Basically every NPC or PC has a base 10 armour+all modifers (DEX, armours, shields, spells, feats, flying penguins, etc...).

You almost have the answer in your question. Changeling don't take abilities from the creatures they copy, only their form/shape. So, yes, casting spells in, say, animal form is rather cheesing. The HiPS ability is NOT an innate ability. You have to train for that, hence the PRC of Shadow Dancers an...

On a general note about the Consortium PRCs, they are not enforced on Avlis. All PRCs here are managed on a case by case basis. Some PRCs are Avlis exclusive (like Avengers or Annihilators).
