You just hit tilde to bring up the console and enter the command "fps". That will display your fps at the moment you pushed enter. I think there is a way to have the fps display continually but I'm not sure how to do that.

Not sure if this is relevant or useful, but as an interesting aside, Orleron and Ceardan had hasted mages casting 2 spells a round in Avlis PnP, which is 3.0E based just like NwN Avlis
