Feats with prerequisit feats

If you gain a level and have the option to select two feats and one of the feats you want requires a prerequisit feat, can you take both the prerequisit feat and the other desired feat in the same level up? That is, will taking the prerequisit feat unlock the other feat during the same level up or do you have to wait until the next time you level with a feat option?

Yes.

As an aside, if you have an item that grants a feat with a prerequisite (the feat, not the item), and you don't have the prerequisite, does it grant the feat?
Example:
Ring of Knee Capping
Bonus Feat: Improved Knockdown
Character does not have Knockdown. Does it work?

I'm pretty sure you get the feat regardless of having prereqs or not. So you'd get Imp KD in this case.

Of course, the example is fictional since Improved Knockdown is not available as a property in the toolset. But for instance, Cleave or Rapid Shot as bonus feats work even if the character doesn't have Power Attack or Point-Blank Shot.

not in the toolset?... but Ring of Knee Capping is a bioware item
