Does the epic feats for a weapon master require the prerequesites as perscribed in the hand book? Or is it a benifit of the PRC onto itself?

eg. - Blinding speed: 21st level and a dex of 25 or greater

Is that for people who acheaved epic charcter level {21}and the WM PRC feat? Would my charcter need the DEX of 25 to obtain this epic feat?

{its far far away for my charcter but I was wondering}

The epic feats listed for a class are what feat you can pick up with that classes feat selection.

For example. every two lvls a fighter gets 1 matial feat. They can pick up anything fighterlike with that feat. Like weapon focus, weapon specialization, imp crit, etc.

psions get the same of thing, but for psion feats.

All classes get these extra feats every few lvls in epic lvls.

and all feats still require all the prerequisites to be met.

Blinding speed is a General Feat. Meaning anyone with the prereq's can take it, not just Weapon Masters.
