Im wondering what is the determining facter that makes it so a lets say wraith (rated easy) can use a melee touch attack and hit me on a 12 and kill me easily, when i have a AC of 27. What are the rules for melee touch attacks?

well as a start, i think it ignores armor which would account for a big discrepancy especially for a fighter type- but im not sure about things like dodge/dex/nat ac bonuses- my gut feeling is that dodge and dex remain but nothing else.

Touch attacks ignore all armour and armour bonus AC, and I think they also ignore shield and shield bonus AC.
They are only trying to touch you, your full plate is not going to help you avoid that.

Touch attacks don't take into consideration AC coming from armor, shields, and items that provide natural AC.
AC coming from deflection, dodge, size, and a stat bonus bonus does count though.
It would be very easy for a wraith to hit the knight in shiny armor, and harder to hit the rogue or monk.

Expertise feats count against touch attacks, I think.
*lets out a long sigh* I really love those feats...

Yes, it does since Expertise provides a dodge AC bonus.

And the fact that 20 don't count as insta-kills helps too. My main has a touch AC of 25 or so, I think. Can stand in a crowd of wraiths and not have to worry about it (always wondered what that did).

I think (but I'm faaar from sure) that a guy with a Full Plate on but with 20 DEX would still get the +5 AC from his DEX vs. a touch attack even though max DEX allowed from the Plate is 1.

Nope. If they go by the PnP rules, he gets the one. Reason being that your touch attack AC represents how hard it is to touch you. Now a guy in full plate with dodge and 15 in tumble will have a total touch AC of 15, since dodge and tumble count for it.
im not so sure

IM not so sure cause i got full plate +1 and normal dex adj of +2 and a +3 dex adjustment total if you add in my bracers of dexterity. I also got a dodge bonus of +1 and a deflection bonus +1 from cloak of fortitude, plus another dodge +1 bonus from a boots of hardiness. I was getting hit on a 12. Im thinking my armor is negating the bonuses from my modified dex.
