Has Ray of Frost always required Rng Tch Attack?

Have I been blind all this time, or is this new? Tried to take down a couple crop rats in Elysia, and much to my 1st level, 3 hp wizard's dismay, I failed a ranged touch attack!

Although, I have to admit, it was kinda funny running around all over that one area trying to avoid the pissed off crop rat. :D

Nope. This is something that they did with the spellhooking. The default bioware one doesn't require it.

This was added for all ray spells.

Bugger....

How is the DC for a ranged touch attack calculated?

Just curious as ray of frost was allways a good option against those damn DR creatures.......

It's your base attack bonus +dex modifier, VS target AC, not including any AC from armor or natural armor.
