I have a 1st lvl ranger who oviously has ambidextious and two-weapon fighting feat.

If i dont goto 9th lvl ranger can i still get Improved 2 weapon fighting?If so, what skills/abilities would i need?

(The books says something about the ranger feats NOT counting towards IMproved 2 weapon fighting) .

Yep.. you'd have to pick both feats manually if you want to be able to select improved two weapon fighting as a feat.
