Wizards and casting level

Bit of a noob question I guess, but I wanted to know if the wizards casting level is determined by his natural ability scores or his ability scores when equipment is taken into account? So if I level to Wizard level 5 with a base int of 12 but an equipment-adjusted int of 14 will I be able to cast Level 3 spells?
Thanks for any help

No, you won't. It's based on base ability scores for purposes of being able to cast spells of that level.
However, bonus spells are based on enhanced ability scores.

Base ability scores only, I'm afraid.
Amulets and rings, etc. will affect your spells per day, but not the highest level spell you can cast.

Maybe I should spend a couple of levels getting him back on track

Though, amulets, rings and INT potions will let you casts spells of a higher level from scrolls.

It uses spell-craft, but a higher INT gives more points in the skill, so your statement is still true.
