Regarding Rogues and scrolls

Why is it that whenever my Rogue attempts to use a scroll I receive the message: UMD Magic Mishap? Often, this is followed by bodily harm to my Rogue (varying HP damage). It seems clear that this skill has been altered on Avlis. So, first off, can Rogues even use scrolls at all on Avlis, and if so, what are the new rules? And secondly, why was this done?
