UMD and crafted wands

I have seen many really neat and expensive crafted wands. Does one PC need to have a certain UMD to use these? MY PC has a hard time reading scrolls and using simple wands of summoning.

Not FOIG as per the link above. FOIG and game mechanics don't mix.
