I was looking at the list below of approved exotic forms that can speak from http://wiki.avlis.org/Changeling and was curious if elementals could be added to it? On some basic research I found that the four basic elementals (fire, earth, water, air) at least as they stand in 3rd Edition DnD and Pathfinder were capable of speech though all they know is the native language of their plane.(Sources: Dungeons and Dragons 3rd Edition Monster Manual 1 and Pathfinder Bestiary 1). Things can be different in Avlis though so better to ask.

There are some other alternate forms not on that list. Tlincalli? What about the Shifter Spectre form? I had assumed both could speak.
