Rest only possible in dangerous places

You can only rest where there is danger. People in towns must be zombies, for they can never rest. What is the point?

I guess towns are too noisy & smelly with the bustle of people .. ok, so CPU power limits the bustle to a handful of NPCs, but its a city - it should be busy - just use your imagination. That's why you can't just rest on the street, you go somewhere quiet to rest, e.g. temple, your home... an Inn! Ok, Inn's are noisy and smelly too :? .... bah, I give up :x

I think if all the guards were permanently DM controlled they would ask the vagrant asleep in the streets to move on .... as they're not, it had to be done by preventing resting from anywhere that the guards would object to. They don't mind you resting in Inns and dangerous places, which is why you're allowed to.
